The Research Lab is a building to research new technologies. Some require other technologies, such as the Plasma Technology, which requires Ion Tech, Laser Tech, and other. It is highly recommended to research as many technologies as possible because it is required to build certain fleets to defend and attack. Also, the higher the upgrades for the Research Lab, the more faster researching technologies will be.
